Over the years, the Government has been promoting the Basic Law through civic education, school education and training for civil servants. At the same time, a large number of community-based organisations and individuals have also been actively involved in promoting the Basic Law. In order to step up the promotional efforts further, the Government established in January 1998 the Basic Law Promotion Steering Committee (“BLPSC”) comprising both official and non-official members. Under the chairmanship of the Chief Secretary for Administration, BLPSC provides advice and steer on the overall strategy and aspects for promoting the Basic Law, and monitors, evaluates and reviews promotional programmes undertaken by government departments and non-governmental organisations.
Five working groups (namely Working Group (WG) on Local Community; WG on Teachers and Students; WG on Civil Servants; WG on Industrial, Commercial and Professional Sectors; and WG on Community Outside Hong Kong) are set up under the BLPSC. Our aim is to enable the public to have a comprehensive and thorough understanding of the “one country, two systems” principle, the Constitution and the Basic Law and at the same time, to identify achievable objectives and to formulate action plans for our enhanced promotional efforts for the identified target groups.
